EXECUTIVE

If the ultimate goal is to make Bangladesh globally competitive, our tournament models must evolve. Traditional "Draft Leagues" prioritize social networking over high-level competition, while standard open brackets isolate casuals. Banning Tier 1 players is not a viable option either, as they need local tournament competition to stay sharp.

To elevate the scene without isolating casuals or banning Tier 1 players, we propose a Points-Capped Roster System. This model allows Tier 1 pros to play, but forces them to act as structural anchors who pull Tier 2 and Tier 3 players out of their silos. By restructuring the standard 1 Lakh BDT budget, we can incentivize development, high stream viewership, and long-term scene growth.

Phase 02

ROSTER SYSTEM

To prevent the top 5 globally competitive players from stacking together and ruining tournament retention, every player in Bangladesh is assigned a Point Value based on their peak rank over the last 12 months.

  • Tier 1 Elite (6 Points): Leaderboard Immortal (Numeric Rank) / Pro Competitor. Forces them to act as Team Captain and Strategic Shot-caller.
  • Tier 2 Advanced (4 Points): Unranked Immortal to Divine V. Act as Core Playmakers.
  • Tier 3 Intermediate (2 Points): Divine IV down to Legend I. Role Players and Active Learners.
  • Tier 4 Casual (1 Point): Archon V and below. Emerging Talent and Ward Support.

Legal Stack Combinations - **The Mentor Stack**: One Tier 1 Player (6) + One Tier 2 Player (4) + Two Tier 3 Players (4) = **14 Points**. - **The Balanced Stack**: Two Tier 2 Players (8) + Three Tier 3 Players (6) = **14 Points** (No Tier 1 pro needed). - **The Grassroots Project**: One Tier 1 Player (6) + Eight points spread across Tier 3 and 4 players.

Phase 03

ARCHITECTURE

The league spans 6 weeks to mimic professional seasonal play, shifting players away from the "one-and-done" mentality of sudden death brackets.

  • Registration & Verification (7 Days): Verification of Steam IDs, Dotabuff profiles, and solo MMR screenshots against a master Tier 1 list to prevent smurfing.
  • Solo Agent Mixer (3 Days): Free Agent registration sheet and custom lobby night where captains scout and recruit solo players directly.
  • Regular Season (4 Weeks): Groups of teams playing weekly Best-of-2 (Bo2) series (Win = 3 pts, Draw = 1 pt, Loss = 0 pts) scheduled across Friday and Saturday evenings.
  • Playoffs (Weekend Showcase): Top 2 teams from each group advance to a Double-Elimination Bracket (Bo3) with Bo5 Grand Finals broadcasted live.

BUDGET

The 100,000 BDT budget must incentivize long-term performance, high stream viewership, and developmental growth.

  • Ecosystem Incentives (10,000 BDT): Awarded BDT 5,000 to the Season MVP and BDT 5,000 to the Best Under-2000 MMR Player (Archon/Herald player with the highest impact).
  • Production & Staffing (20,000 BDT): Distributed to casters (12k BDT) and technical admins (8k BDT) per block to guarantee reliable streaming and moderation.

4.1 Bridging the Skill Gap The points-capped roster system is the most effective way to elevate the local scene:

1. No Banishment: Globally competitive players remain active in our local ecosystem, keeping their game sense sharp and sharing knowledge. 2. Mentorship is Built-In: Because a Tier 1 player (6 pts) must play with lower point values to form a team, they are structurally forced to draft, guide, and captain Tier 3/4 players. 3. Professionalism Check: Strict matchday rules (15-min forfeit grace, 10-min pause limits) force teams to build disciplined schedules, preparing them for international SEA qualifiers.
