ROSTER MATRIX
To elevate the Bangladesh Dota 2 scene to a globally competitive level without isolating casuals or banning Tier 1 players, you cannot run a standard open bracket. Instead, tournament organizers (TOs) and community admins must implement a Points-Capped Roster System. This allows Tier 1 pros to play, but forces them to act as structural anchors who pull Tier 2 and Tier 3 players out of their silos.
Every player in Bangladesh is assigned a Point Value based on their peak rank over the last 12 months. Any 5-man roster submitted for registration must have a total value of 14 Points or Less.

Legal Roster Combinations - **The Mentor Stack**: One Tier 1 Player (6) + One Tier 2 Player (4) + Two Tier 3 Players (4) = **14 Points**. - **The Balanced Stack**: Two Tier 2 Players (8) + Three Tier 3 Players (6) = **14 Points**. - **The Grassroots Project**: One Tier 1 Player (6) + Eight points spread across Tier 3 and 4 players.
TOURNAMENT ARCHITECTURE
The league spans 6 weeks to mimic professional seasonal play, shifting players away from the "one-and-done" mentality of sudden death brackets.
2.1 Registration & Verification: Week 1 (7 Days) Captains submit a Google Form on **[[dotabd.com]]** with Team Name, Logo, and 5 Player Profiles. Required data per player includes their Steam ID64, Dotabuff link, and a live screenshot of their in-game profile showing their current medal and solo MMR. RACI MATRIX
To ensure the tournament doesn't collapse due to admin burnout or poor management, responsibilities must be divided among at least four distinct staff roles.
3.1 Head Tournament Director - **Financial Control**: Holds the prize pool escrow; issues payouts; resolves team disqualification disputes. - **Rule Arbitration**: Final arbiter on code of conduct and rules. - **Timeline & Sponsor Relations**: Manages schedule slippages and local partners.
3.2 Chief Technical Admin - **Bracket Management**: Creates Challonge/Battlefy links and updates standings. - **Lobby Creation & Roster Checks**: Ensures lobbies start on time and monitors stand-in rules.
3.3 Lobby Referees (Minimum 2) - **In-Game Moderation**: Hosts the lobby 15 minutes prior to game time; screenshots post-game screens; enforces the 10-minute maximum pause rule.
3.4 Production Lead - **Broadcast Management**: Runs the live stream on Facebook/YouTube; manages OBS overlays, stream audio levels, and team banners.

OPERATIONAL RULES
To build a professional scene, admins must enforce strict regulations to eliminate the casual "delay culture" prevalent in local scenes.
- The 15-Minute Forfeit Rule: Lobbies must be created exactly 15 minutes before the official match time. If a team does not have 5 players in the lobby slot 15 minutes after the scheduled start time, they forfeit Game 1. At 30 minutes late, they forfeit the entire series.
- Pause Time Protocols: Each team is allowed a maximum of 10 minutes of cumulative pause time per map for disconnects or technical issues. Once the 10 minutes expire, the game *must* be unpaused by the referee, regardless of whether the disconnected player has returned.
- Stand-In Restrictions: Teams can use a maximum of 2 stand-ins during the regular season. The stand-in's point value cannot exceed the point value of the player they are replacing, ensuring the 14-point roster cap is never breached. Stand-ins cannot be from a team currently active in the league.

The 100,000 BDT budget must incentivize long-term performance, high stream viewership, and developmental growth.
